What is the purpose of the Letter of Compliance, also called a Compliance Statement, an airline has to have when they are initially certified?

The purpose of the LOC or Compliance Statement is to have the applicant or certificate holder address how they intend to comply with FAA Regulations. The LOC is supposed to be a living document during certification and throughout its existence. Realistically, it should be updated and kept current, and add in new CFRs as applicable to the operation of any new make and model added to the fleet, and add in new regulations created, such as Part 5 Safety Management Systems, or revised regulations that then have an impact on the operation.

As taken from the FAA website regarding the compliance statement:

  1. The compliance statement is an important source document during the certification process. After the certification process is completed, the compliance statement should be kept current in the applicant’s system.
